3 WEEKS’ NOTICE OF VOTE TO AMEND CONSTITUTION AS PER ARTICLE 56 of the CONSTITUTION

Cardrona Village Association (‘CVA’)

The committee of the CVA resolves to amend its constitution (see https://cardrona-village.org/village-hall/agmegm-notices-and-reports/village-hall-constitution/ for a copy of the constitution). We have received advice that the amendments are required in order to permit the CVA to apply for public funding streams, which should allow it to upgrade the “pump ‘n jump” track. It will also permit the CVA more easily to apply in future for other sources of public funding for other purposes. The committee’s resolution is to make the two following amendments.
Amendment 1

Change the current wording of Article 4 from

“The Cardrona Village Association shall exist for the public benefit of the residents of Cardrona and its environs without distinction of sex, sexuality, political, religious or other opinions by associating the local statutory authorities, voluntary organisations and residents in a common effort to provide educational and recreational facilities for all members of the community as well as to maintain the shared environment of the village”

to

“Membership is open to all and no application for membership will be refused on other than reasonable grounds. There will be no discrimination on grounds of age, disability, gender reassignment, marriage and civil partnership, pregnancy and maternity, race, religion or belief, sex; sexual orientation, political or other opinion.”
Amendment 2
Change the current wording of Article 15.3 from
“The Board may, at its discretion, refuse to admit any person to its membership”
to
“Any rejected application should have the right to appeal to the next AGM”.
In accordance with Article 56, both amendments must be passed by 2/3rds of the votes cast by at least 50% of paid up members. To be clear, the committee is recommending that they both have to be adopted.

PLEASE NOTE – ONLY PAID UP MEMBERS HAVE A VOTE

As you are aware, the pump ‘n jump track is looked after by the Cardrona Village Association (the CVA).  The committee of the CVA, after village-wide consultation, decided to accept an offer of funding from professional track developers to upgrade the track. In order for the CVA to be able to proceed with the intended upgrade, however, we require to increase that funding. We have made applications for grants but have been informed that we must make a small change to our constitution before the grant process is concluded. While the change falls into the ‘box-checking’ variety, it is important that we proceed with it for this grant, and any others we apply for in future. The proposed changes are in the attached document.
To make the changes, we require to hold a vote and give three week’ notice of that vote.
This email constitutes that notice. Notices have also been put up around the village and communicated on social media.
Voting will close at midnight on 24th June 2017.

Please do confirm to us by return of email  “yes” or “no” to the change. You can do so before 24th June.
